Candidates can download the NEET SS Counselling 2025 Seat Matrix Pdf from the MCC website before filling their choices.
The vacancies are spread across government, private and deemed institutions in several states and Union Territories, including Tamil Nadu. MCC has stated that in-service seats remaining vacant after the state’s stray round will revert to the central authority and may subsequently be included in the All India NEET SS seat matrix.
MCC NEET SS 2025 counselling special stray vacancy round: Eligibility
The MCC NEET SS 2025 counselling special stray vacancy round is being held after the qualifying percentile was reduced from the 50th to the 30th percentile. The change follows the Supreme Court's September 17, 2026 order in Tamil Nadu Medical Officers Association & Anr vs Union of India & Ors. MCC confirmed the revised criteria in its notice dated September 28.
The NEET SS special stray vacancy round is a non-upgradation round. The following candidates can take part:
- Candidates who were not allotted a seat in Round 1 or Round 2
- Candidates who became eligible after the percentile reduction
- Candidates who were allotted a seat in Round 1 or Round 2 but did not join
Candidates in the last category must complete fresh registration and pay the applicable fees, as their earlier exit involved forfeiture.

Eligible candidates must register on the MCC website, pay the counselling fee and security deposit, and then fill and lock their preferred courses and institutes within the stipulated dates.
Once the result is declared on September 30, the NEET SS allotment list 2025 PDF download option will be available on the same portal. Allotted candidates must report to their institutes between October 1 and 6.
